If they are "on the clock" then it's fine to approach. Like when they come out to the lobby knowing a group of fans are there waiting. Or sitting at the bar between sets. A little judgement, common sense, and respect goes a long way.
But then, at a record store? I mean, it's not too strange to strike up a conversation with anyone, famous or not, in that setting. Certainly more acceptable than someone having dinner with their family or just walking in down the street. Again, judgement, common sense, and respect: do they look like they are in the mood to be approached? Do you have the ability to read social cues? Will you be happy with just the briefest of exchanges?
I've never been in a situation where I casually found myself in the proximity of someone I'm a fan of. Plenty of times where I've met someone when they are "on" and taking pictures and signing stuff after shows. And that's when they are gonna be most receptive to a fan and you can feel free to make some kind of fan comment "I love X song" "you're the best" "when's the new album coming out" "do you know who STeVE Hoffman is?" etc

The Shites sure have a knack for missing a joke, still going on about the Mike Batt story even after people have pointed out that it's fake. Then there's the goofball who thought the Chuck Berry story was real. As for Godshifter, you can see him lurking in the thread, probably with an erection, watching all these Internet sleuths trying to figure out which member of Rob Zombie's band he is.
