I’d be surprised if he’d offered it as a Beatles song, but not at all surprised that if he did, John said no immediately. Could be he didn’t like it musically, detected some anti-Klein snark in the lyrics, or both. If that were the case it seems fairly likely the other two didn’t even know it existed until it had already been vetoed and demoed for Badfinger.

It was meant for Badfinger. It was always meant for Badfinger. McCartney was very much trying to establish a career outside of the Beatles as a producer and songwriter at the time. They all had one foot out the door, actually. When the vaults were first being exhumed, it was done years after the Beatles broke up by people who didn't work with them. They wrongly assumed that Ringo was playing on the track and thus labelled the track as a Beatles demo. It has remained classified as such ever since.
