"Short" words-those with less than five letters-are lowercase in titles unless they are the first or last words. Generally, we do not capitalize: Articles - a, an, the Coordinating Conjunctions (fewer than five letters) - and, but, or, for, nor, etc. Prepositions (fewer than five letters) - on, at, to, from, by, etc.

I've worked as an editor in the past but I agree with Hoffa; it's a graphic design choice (different than citing titles in text) and you'll see it on countless album/book covers. Sorry to be a little SHitey there. (And either way it will look like shit with that stupid Windows 2000 version of the font)
